The brain has an ability to learn and to adapt to demands. That is good but also a difficulty. Once the brain has created a routine, it is so much easier to follow the routine than to do something new. As the external world is in constant change, we would need a new kind of brain which is more flexible and less emotionally stuck in its old routines and patterns.
You could say that the external world should change first. The brain is just a mirror of external situations, and as long as there is oppression, rudeness and hostility in the world it is good to have brains which react with disgust and even pain.
And certainly, we should change the external world in order to eliminate oppression and discrimination. One problem is that the negative ideas are born anew with every new generation. So the problem can not be solved once and for all. It has to be solved for every new individual that is born. And there is quite a number of those.
But to eliminate oppression is also a brain problem. It is not an external, political or psychological problem. The difference between the dictator and the democratic leader is in the brain.
Of course, the brain is part of an external reality. The internal reality is mind. The brain is a marvellous instrument in the hands of the mind (does the mind have hands!?) but a disastrous instrument when used for creating disaster.
